The Center for Biological Diversity and Friends of the Columbia Gorge this week filed a formal notice of intent to sue the U.S. Coast Guard and Environmental Protection Agency for what the groups allege is a failure to update oil-spill response plans and ensure endangered species won’t be harmed by actions taken in response to oil spills.
